      Ashopping center proposal that was rejected by Monroe Township last year has been scaled back and approved.       For the second year in a row, the Spotswood Board of Education is proposing a school budget with no tax increase. Board President Richard O'Brien said the school district will receive an additional $250,000 in state aid this year, and it will go a long way towards keeping the tax rate flat.       Mrs. Szczepanowski, 89, of South River, died March 6, 2009, in Care One of East Brunswick. Prior to her retirement, she worked as a seamstress for more than 30 years at American Girl, New Brunswick. Her husband, Francis, died in 1965, and a son, Thomas, died in 2004.
